- J. D. Black (1893-1960), also known as Jack, was a merchant of Big Pine and Bishop, California. He was a leader in the fight of Big Pine for reparations from the City of Los Angeles during the Owens Valley water controversy. In the 1920s, he served as secretary for the Big Pine Property Owners Association (BPPOA) and later for the Big Pine Reparations Association (BPRA). He gathered and kept extensive records, such as the scrapbook of newspaper clippings shown here. Despite the economic decline of the Owens Valley, J. D. Black continued to reside in Big Pine and protest against the City of Los Angeles until his death in 1960.
