- Windward Avenue was a busy business district and thoroughfare in Venice, bounded on the East side by the Venice Lagoon and the South Side by Ocean Front Walk and the Venice Pier, and lined with arched colonnades. As argued by Stanton (1973), Venice experienced traffic congestion and parking problems early in the automobile age, as there were very few thoroughfares for automobiles during the canal period in Venice. In 1929, many of the canals were filled in and paved as roads; the Lagoon became the Venice traffic circle at Main Street and Windward Avenue.
