- After a reparations bill of California was passed in April 1925, the Big Pine Property Owners Association (BPPOA) formed the Big Pine Reparations Association (BPRA) on July 29, 1925 to establish reparations claims against the City of Los Angeles during the Owens Valley water controversy. J. D. Black (1893-1960), also known as Jack, was a merchant of Big Pine and Bishop, California. He was a leader in the fight of Big Pine for reparations from the City of Los Angeles during the Owens Valley water wars. In the 1920s, he served as secretary for the Big Pine Property Owners Association and later for the Big Pine Reparations Association.
