Big Pine citizens asking that the Board to respect the agreement made between the Board and the Big Pine Water Association on July 21, 1919, stating that no part of the waters of Big Pine Creek would be diverted or distributed to land outside of the boundary lines mentioned in the deeds of the Association.

Big Pine Water Association (BPWA) was incorporated in 1915, and its bylaws were adopted in 1916. Capital stock of the corporation was $4,000 dollars, divided into 4000 shares at one dollar per share.
