- As secretary for the Big Pine Property Owners Association (BPPOA) and later for the Big Pine Reparations Association (BPRA), J. D. Black (1893-1960) was a leader in the fight of Big Pine for reparations from the City of Los Angeles during the Owens Valley water conflict. He gathered and kept extensive records, such as the document shown here, to establish reparations claims for damages done to Big Pine.
