Rice of Conrad Associates, and it was built by C. L. Peck, Contractors and Union Parking Structures Inc. as a joint venture in 1973. The pedestrian bridge over the Figueroa Street between 3rd and 4th streets was constructed of steel and precast concrete by Kiewit Pacific Co.
