Historical Background
Windward
Avenue
was a
busy
business
district
and
thoroughfare
in
Venice
,
bounded
on the
East
side
by the
Venice
Lagoon
and the
South
Side
by
Ocean
Front
Walk
and the
Venice
Pier
, and
lined
with
arched
colonnades
. As
argued
by
Stanton
(1973)
,
Venice
experienced
traffic
congestion
and
parking
problems
early
in the
automobile
age
, as there were
very
few
thoroughfares
for
automobiles
during
the
canal
period
in
Venice
. In
1929
,
many
of the
canals
were
filled
in and
paved
as
roads
; the
Lagoon
became
the
Venice
traffic
circle
at
Main
Street
and
Windward
Avenue
.
